The steel sleeve is a tight, press fit onto the handle and the head is a close tolerance
fit over the sleeve. The handle and sleeve are both split so the wedge will tighten
everything up. There is a steel spring pin drilled and driven through the head, steel
sleeve, handle and wedge which should hold everything together
even if the handle became loose.
